My guess is part of the deal to get Sora into Smash is Donald and Goofy are off-limits, hence why the DLC Spirit Board only contains characters that are exclusive to Kingdom Hearts (like Riku, Kairi, Axel, and Roxas). The Mickey keychain was probably left in to remind people who owns Sora.
