There was a time when they didn't die cut their labels; I feel like I remember when they first introduced the pre-cut labels, that customers had the option to pay extra to get them cut on select sets. Once they made pre-cut labels standard, I think they had to consolidate their upgrade options into single sets to keep costs down. Of course, this means there will always be labels that don't get used and create padding, but I'm not sure the sets would be significantly cheaper if they pared them down.
