Spared no expense, but hired only one tech guy to run the whole park/cloning lab.
Also fun fact- it's a holdover from an earlier version of the script. The original book- and first draft of the movie script- had Hammond as a callous businessman. Him screwing over Nedry and that leading to Nedry screwing over the park and causing the disaster was Hammond's hubris coming back to bite him (literally).
Thing is Spielberg identified with the idea of someone who wanted to make awe-inspiring spectacles for everyone to enjoy, which lead to him re-writing the movie so Hammond was more benevolent. Still misguided, but ultimately far more fair and kind hearted and well intentioned.
Nedry screwing over the Park for his own financial gain had to stay though since it's the driving force behind everything going wrong, so Nedry and Hammond's financial dispute was kept. Though in the version that made it to screen I think we're supposed to view Hammond as in the right in that he did pay Nedry fairly, it's just that Nedry's bad with money/greedy.
