It is! It started out life as a third party toy by Blue Box, more of a "works with leading brands" sort of deal, but the retooled version was actually used officially by Takara in their Beast Wars II toyline.

It's your standard construction-site dune buggy. You can't just expect all of those big piles of building supplies to go COMPLETELY un-jumped.

They seem to be tantalizingly close to being able to make one. The "jetpack" section opens up, and it sure looks like the twin hulls of the battleship portion are dual-hinged just like the full size version, but I don't see anything on any of the pieces that would seem to be connection points.
