I’m sure the it all started as a thought of “why is the government paying to clean up states? Aren’t they supposed to take care of themselves?”

Which isn’t THAT far a stretch for an individual who isn’t familiar with the logistical complexities that exist between the states and Federal government in modern times.
Like a child, or Trump.

Also it makes accountability far more complicated to track, which makes it easier for the money to disappear into various pockets instead of of actually going to disaster relief.

I don't know if he will do it. He might. I'm not saying it is all fine, then, but it is a lot better than my original understanding that he was just going to let the states hang.

What he is actually going for is telling some people that are frustrated with FEMA that he is in charge of it and he can dispense with it. That's as deep as it goes. But sometimes he says it enough times that he starts thinking it is a good idea and then goes and does something. Other times it winds up being hot air.
