I read/watched it was abused in order to recoup lost revenue (for department resources and/or officer salary) due to government spending cuts? Then they got greedy.
Which means it was always robbery, but they were getting away with it, so why not continue.
You mean there was a time when it was actually possible to cut finding to police departments?
Even in the states: police budgets get cut into all the time. The ridiculous volumes of cash you see on paper largely goes to the weaponization of the departments, stuff like training, personnel, these things are constantly cut by cities and states because ultimately: no one wants to pay for law and order.
It's part of the reason why there are so many white supremacists in police departments: pay them like security guards and you'll attract racists, ignorant rednecks who want power trips.

They want more pay, but why not get even more while they're at it? It's not like there's any consequences. Nobody's gonna call the cops on the cops and expect anything to actually come of it.

Considering how many black celebrities (for varying definitions of "celebrity") there are in the US, the fact that you never hear about any of them getting killed by cops is kind of a miracle in general. Then again, there were a lot of rappers in the '90s that were allegedly killed by rivals, and I'm sure our police have the power to make bogus news stories stick...
