Tokyo gov't ordered to pay damages for death of arrested Nepalese man.

A Japanese court on Friday ordered the Tokyo metropolitan government to pay damages of around 1 million yen ($7,500) over the 2017 death of a Nepalese man who was forcibly restrained while in police custody.

The Tokyo District Court determined that the authorities' failure to provide Arjun Bahadur Singh with proper treatment was illegal and that his death was caused by him being inappropriately fitted with restraining devices at a police station in the capital's Shinjuku Ward.

The Metropolitan Police Department is the local police force of Tokyo, and is under the control of the Tokyo Metropolitan Public Safety Commission.

Presiding Judge Chieko Fukuda ruled that Singh's death could have been avoided if police had taken him to a hospital after removing his restraints and seeing that his hands were swollen and reddish-black...

Bad news dude: while it's not necessarily legal everywhere else, the cops still racially profile. Basically every major police department in quebec is currently under investigation or lawsuit for abuses related to racial profiling.

Which is kind of what happens in a cosmopolitan society but your civil services at their very best constitute 92% european ethnicity.

However, the Quebec police are under investigation for it. In Japan, it's perfectly legal and has possibly been encouraged by the government too.

Japan is the only developed country in the world with no criminal laws against racial discrimination or racism. It is, in some ways, what the American Republicans could only dream of if they had their way for several hundred years.

Japan, culturally, has a long tradition of rather extreme xenophobia. Up until the 19th century foreigners weren't even allowed outside of VERY specific areas and the ones who were allowed to visit were from a small list of nations.

Hospital video footage shows Irvo Otieno was held down before his death.

A large group of sheriff’s deputies and employees of a Virginia mental hospital pinned patient Irvo Otieno to the floor until he was motionless and limp, then began unsuccessful resuscitation efforts, newly obtained surveillance video of the incident earlier this month shows.

The footage obtained on Tuesday, which has no audio, shows various members of the group struggling with a handcuffed and shackled Otieno over the course of about 20 minutes after he was led into a room at Central State hospital in Petersburg, Virginia, where he was going to be admitted on 6 March. For most of the duration of the video, Otieno is on the floor being restrained by a fluctuating group that at one point appeared to number 10 people pressing down on various parts of his body...

The company has been repeatedly fined millions of dollars in Europe and Australia for breaches of privacy...
