OVERSIGHT. A methodology or protocol which allows for the maintenance of fundamental systems of government. Building a system of governance in which there are quantitative measures under which politicians and political parties can operate.
Maybe even building everything in such a way that "the good will of all involved" isn't ******* involved; because we've known that "power corrupts" for FAR longer than we've ever had responsible government.
In short: people can't be trusted, so make a government in which you DON'T HAVE to trust people. In which there is third party, outside oversight to all machinations, and an absolute rule of law. Think "How the IRS treats the poor" but for politicians: and you have a good start.
In theory, the three branches of the US government are supposed to check each other to keep balance. In practice, when one branch can appoint members of another branch, it doesn't work worth a damn.

That's a silver lining for the companies that make voting equipment, I guess. They can put that money to good use suing everyone who's been accusing them of fraud.
