On what grounds are you basing this on? The official has a realistic train mode, with a lot of care taken to give it very minimal panel breaks, in order to appeal to the scale train crowd. The 3P version uses stumpy/truncated trains based on the original toy proportions, and covered in panel...
It's only "CHUG" if you prioritize the combined mode scale. Alt-mode finish and individual robot scale are very firmly Masterpiece.

Unicron's filler pieces weren't because of hollows, but because they doubled up a lot of left-right parts to save budget, so the toy would've had a lot of glaring screw holes without them.
That's also certainly part of it. But they've also put in a lot of work over the last several years to smooth out many of those hang-ups as well.

I don't think Legion has ever been a particularly difficult boss. Just one whose design makes a helluva big impression (especially Aria of Sorrow's build-up). The Netflix series interpretation of it was pretty kooky and twisted, if less grotesque.
