This happens all the time. See any other random Masterpiece sample photos they've released over the last year. People can't go off of these photos of hand painted prototypes as something indicative of the final sample.

Based on what we know Shouki is closer to Ironhide's height. I can see why some people may think he's more akin to the older Masterpiece based on his robot mode. The beauty of his train mode looks to be beyond most Masterpiece figures. Combining like he does also adds a level of complexity...
