I would think that it is describing just the first 13 episodes since the ending is a massive cliffhanger needing very much to be resolved in the second season, and it seems that 13 episodes had become the standard for season lengths of Mainframe's TV cartoons at that point, based on Beast Wars...
Goof Troop got an HD remaster too, but long before Disney+ came out. It was first put on Amazon Video, but when Disney+ went up and it was put on there, it was weirdly cropped to a fake widescreen aspect ratio instead of leaving it uncropped in fullscreen like on Amazon.

It will celebrate the 40th anniversary.
It will not be another Victory character.
It will not be an Optimus Prime.
It will not be gun mode Megatron.
It's funny. Had Hasbro actually thought of the name "Nemesis Prime" at the time, they very likely would have called Scourge that instead. And would have matched his original "Black Convoy" name.
Instead, because it took them another year or so to come up with the name, we got that weird period...
