The weird thing about the stupid tank cockpit is that they're not even going for slavishly cartoon accurate, because if they were they wouldn't have gone for a more modern turret design.
TBF it depends on how desperate Hasbro are to do him given he didn't make the cut for Kingdom and he doesn't appear to be in any Legacy lists any time soon. The "rules" for what qualifies are probably a lot more arbitrary to Hasbro depending on what is convenient at the time.
Astrotrain got a Siege toy. They're clearly considered to be complementary lines, which is why Cyclonus was in Kingdom and Scourge was in SS86.

Comixology posted a small Twitter thread about the changes today. It was sort of a grudging acknowledgement there are issues, but without any meaningful promises of improvement or genuine apology.

That works for me. It's a bit of a weird one that after all the various crossover comics there's not actually a design for Megatron as a Hiss Tank, but I guess it will probably look like the Optimus or Ironhide designs painted silver and black anyway.
It also depends on what scale they're going to be I guess. If they are required to interact with regular sized 3 3/4" joe toys it's a very small pool.
