Wow. That gray plastic looks like plain ABS. That's incredibly cheap.
I think most of the paint budget went on the car mode. The original green version's car parts of this toy were mainly clear plastic, with green and black paint (I think)? As the bot was mainly the same colours as the car, they didn't need to paint much of it.
Takara painted this in red, blue, yellow, black and silver, plus decals to match the real life car. They also remolded the head, torso and shoulders, plus gave it a new spoiler/gun (and the spoiler can clip onto the new gun), plus they included the original two black smgs. That's where most of their budget went. Still, for the price of was, it really should have received silver paint.
Still, the bot mode looks anemic and I was never a fan of the Bayverse TLK Prime design. The head on this version can't really turn so much as it gets stuck between the chest "fins" and posing it ridks the back and side "trenchcoat" kibble popping-off (although in this version, it seems the "front" of the coart is now meant to be kept at the sides of his legs, not at the front, which helps to pose the legs more).
