Okay, lets get into this.

First off, the cop was absolutely within his rights and duties to cuff the guy. You ask if they have weapons and they reply "I don't answer questions" along with visually seeing a knife in one of their pockets? Yes, you can reasonably cuff this individual. If I were in the officer's shoes, I'd probably cuff him at that point.
The search of his wallet is unquestionably a violation of the 4th amendment. This was not a 'search incident to arrest' as the officer claimed. He had no basis of holding him. The detainment was merely for 'officer safety'. Therefore the search is illegal as hug.
The moving of the cones and straight up lying, with camera footage demonstrating the lie, is grounds for being placed on the Brady list. And it could also be grounds for having their certifications yanked for blatant dishonesty.

This was a bad stop. I really want to know what these cops were thinking and why they chose this action? Aside from the whole "we are heap big cops and we need to swing our dicks around". Traffic duty is one of the core functions of a cop. This seems random and feels like they were just looking to land someone to harass.

This is just straight up a bad cop. He's been fired before and yet was reinstated. His credentials need to be yanked. Even his city and the mayor understand what a liability he is and how much he costs them.

Apparently he'd pled 'no contest' to other charges and was then fired, but an arbitrator gave him his job back and he's changed his plea to 'not guilty'.
This guy knows how to play the system, he loves the power he has with the badge. It is only a matter of time before he kills someone. It's already too late for him to not cost the taxpayers a ton of money. All that remains is to see how far they'll let him go before something definitive happens.

I think we should move away from the videos. Like, I and a ton of others watch them and try to take cues on what to do and not to do from them, but at the end of the day, they are all pushing a propaganda line. Yes, there are bad cops. Fortunately, with cameras everywhere more and more are being caught on tape where they can't squirm out of charges. Work needs to be done on unions and arbitration that allows bad cops to keep their jobs, but I think a better way of dealing with that is to go through their credentials agency. Even if the union or arbitrator say they can have their job back, if their credentials are yanked, then 'too bad'. You cannot be a cop without credentials.

I'd like to talk about the ICE agents. These guys wearing masks, grabbing citizens off the streets and forcibly deporting them to a foreign country. When they are finally unmasked, I'm sure they're going to give the same answer all enablers do, "we were just following orders". Yeah, how well did that work at the Nuremburg Trials?
These guys are straight up modern SS troopers. Inspiring terror in immigrants and citizens. They don't discriminate on who they grab and force out of the country and the administration is claiming that once someone is gone, they can't get them back. This is something we need to look at.
