Always has been. Remember police officers used to break up strikes, all they needed was a call from the executives of whatever company was being affected by said strike. That didn't change until labor laws changed and started offering more protection for workers.

Worst part is that footage technically belongs to the people in the district the police officer serves, not to the police department itself.

The footage belongs to the police department, and the department exists because of the community. Ergo, it belongs to the community. I wouldn't worry about it, eventually it'll be brought up before a court and rightfully labeled as obstruction of justice.

Yup, police department is NOT a private entity and releasing the footage doesn't compromise national security. There is no reason to charge for it other than to shield the police.

That's just horrendous.
A lot (and I mean a LOT) of police use of force training is teaching how to get people to the ground and what to do from there. That is the basis of police use of force.

With that said, when you're in ******* ARIZONA in the SUMMER and your department feels it necessary to put in training about animals and the effects of hot pavement, maybe use your ******* brains and don't put people on the damn ground.

Okay, let's break this down.
First off, they never attempted to initiate a stop, high risk, felony, or traffic. You do not deploy anything without first attempting a stop. That's just straight up wrong and they're going to be liable on that alone.
Second, you disable a car, permanently totaling it. YOU GIVE THE WOMAN AND THE CHILD A ******* RIDE YOU GORMLESS MINGER!
Third, the attempts by the city to avoid payment is just disgusting. This is where a decent attorney will own that city and whomever the bean counter or politician is that made the decision.
Fourth, yes, this was a training issue, but a mistake this major also demands internal discipline. Formal written at the very least. No one was physically hurt, but you're causing a lot of problems because you fucked up. That should be paper. Again, at the very least.

A lawyer is going to see that and reach out, dreaming of 10% of 6 figures. Tempe will pay. And they'll feel really bad they didn't do the right thing in the first place.

That’s going to cost Broward County. All that crosses from sheer negligence into malicious negligence. The most galling is that the Sheriff’s office “investigation” let everyone slide.
I can EASILY see that being a 8-9 figure judgement if they don’t accept a multi-million dollar settlement of a lower amount.
