Apocalypse was the first mutant (until he wasn't) in the timeline, but Namor was the first mutant to be in print...

...except that "mutants" weren't a concept at the time, and he wouldn't be made one until years later.

The first mutant to appear as a mutant was Professor X, shortly followed by Cyclops, Beast, Iceman, Angel, and soon after, Marvel Girl.
