And while part of a continuity that did have some Starscreams in it, several Japanese cartoons didn't have a Starscream as part of their main cast, such as The Headmasters, Masterforce, Victory, and Beast Wars Neo.
Beast Machines also didn't have its own Starscream, though we know the original was still out there somewhere in the greater world of its continuity. Other cartoons that didn't feature Starscream but did still take place in a continuity where one existed offscreen include Rescue Bots, Rescue Bots Academy, Go!, and Portal.
Oh! Both the Playskool Go-Bots cartoon and the BotBots cartoon had no Starscream, by virtue of having no Cybertronians in them at all.
Also the best thing to come out of Age of Extinction, the three-part "How to Ride Your Dinobot" series of animated shorts, had no Starscream or any Decepticons at all (Lockdown was in one of them, but he's an unaligned mercenary).
Rescue Bots may not have had Starscream in the cartoon, but there WAS a Starscream toy. But yes, you are definitely correct, a lot of continuities that have a Starscream in them don't necessarily have one on the associated show/toyline.
The only Starscream toy I can find, is a Mr. Potato in Cosplay so I don't think that counts.
That's Classic Heroes Team. Rescue Bots was two toylines ago from that line.
