What I want to know is, how could Cheeotor dream about Starscream in "The Web" and then never have heard of him because all the records of Starscream were sealed?
We like to explain it as "race memory." Cheetor dreamed of Starscream without even knowing precisely what he was dreaming of.

The script idea that became Possession involved the spirit of a G1 Autobot possessing a member of the BW cast. They tweaked the idea to Starscream because Starscream canonically had a history of possessing other characters and, more importantly, they had a character model ready to go from The Web.Starscream was not a ghost in Cheetor's dream sequence in "The Web".
(He looks a little fuzzy because everything in that dream sequence was fuzzy, to make it look more dreamlike and less like a flashback)
The first script for "Possession" (September 4, 1996) was actually first drafted only 14 days before "The Web" first premiered on television (September 18, 1996), so the idea of first using Starscream's ghost in Beast Wars would have come about long afterthat dream sequence was finalized.
When asked how Cheetor could have dreamed about Starscream when all knowledge of him had been made classified by the Maximal Elders, Bob Forward gave this answer:
